
Welcome! I am an Assistant Professor of Public Budgeting and Finance in the School of Public Policy at the University of Connecticut. My research examines how the design of government financial information shapes fiscal decisions and public accountability. I study how that information is produced, disclosed, and presented, and how it influences bond market responses, public organization decisions, and citizen engagement with government finances.
My work combines public organization theory with causal inference methods, including survey and lab experiments, regression discontinuity, and difference-in-differences designs. It has appeared in the Journal of Public Administration Research and Theory, Public Administration Review, Comparative Political Studies, National Tax Journal, Public Budgeting & Finance, and Public Management Review, among others. I have secured over $550,000 in external research funding as principal or co-principal investigator. I teach courses on public budgeting and finance, capital financing, and quantitative research methods.
I hold a Ph.D. in Public Policy and Administration from the Martin School of Public Policy and Administration at the University of Kentucky, USA.
