Welcome! I am an Assistant Professor of Public Budgeting and Finance in the School of Public Policy at the University of Connecticut.

My research examines how government financial information shapes decisions by public managers, bond markets, and citizens. I pursue two research programs. The first, government fiscal communication, studies how financial information is produced, disclosed, and communicated, and whether it reaches the public it is meant to serve. The second, school capital finance, studies how information flows among voters, governments, and the municipal bond market, and the consequences for efficiency and accountability. Throughout my work, I use experimental and quasi-experimental methods to establish causal relationships. My research has appeared in the Journal of Public Administration Research and Theory, Public Administration Review, Comparative Political Studies, National Tax Journal, and Public Management Review, among others. I teach courses on public budgeting and finance, capital financing, and quantitative research methods.

I hold a Ph.D. in Public Policy and Administration from the Martin School of Public Policy and Administration at the University of Kentucky, USA.
