
Welcome! I am an Assistant Professor of Public Budgeting and Finance in the School of Public Policy at the University of Connecticut.
My research interests concern the nexus of public budgeting and finance, theories of public organization, and causal inference. I focus on how policymakers allocate fiscal resources to enhance government performance and accountability under institutional constraints and exogenous shocks. Specifically, I study how institutional and political factors shape public budgeting, how environmental shocks such as natural disasters affect fiscal decisions, and how governments communicate financial information to citizens. Across this work, I integrate public organization theory with causal inference methods. My research has appeared in the National Tax Journal, Public Budgeting & Finance, Journal of Public Administration Research and Theory (JPART), Public Administration Review, Policy Studies Journal, and Comparative Political Studies, among others. I teach public budgeting and finance, capital financing and budgeting, and quantitative research methods.
I hold a Ph.D. in Public Policy and Administration from the Martin School of Public Policy and Administration at the University of Kentucky, USA. I also obtained a Master of Public Policy from the Martin School.
